Fair Usage Policy
This Fair Usage Policy (“Policy”) is in addition to the Terms and Conditions for Progresif Mobile and Fixed Broadband services (the “Services”) and applies to Progresif Mobile and Fixed Broadband subscribers. This Policy relates to the subscriber’s (hereafter referred to as “Customer”, “Subscriber” or “You”) use of applicable Progresif plans (if any, or that may be introduced by Progresif from time to time) that have network usage.
Progresif Services are designed as a shared service, and customers’ activities will impact on others using and sharing the same network. To ensure fairness and a good user experience for all Subscribers, Progresif has introduced and implemented a Fair Usage Policy.
1. Definition of Excessive Usage
For Local Calls and Local SMS:
To ensure that the activities of some users do not impair the ability of Customers to have access to reliable services, the free local calls and local SMS is conditional on fair usage by Subscribers.
Local calls are provided solely for live dialogue between, and initiated by, individuals for personal use and may not be used for any other purposes including but not limited to: monitoring services, transmission of broadcasts, transmission of recorded material, telemarketing, autodialed calls, other commercial uses, or other connections that do not consist of uninterrupted live dialogue between individuals.
SMS may not be used to transmit or facilitate any unsolicited or unauthorized advertising, telemarketing, promotional materials, “junk mail”, unsolicited commercial or bulk messages, mass SMS broadcasts, sending of messages via automated means, or for activities that will adversely affect the ability of users or systems to use Progresif Mobile services, or for any other reason that in our sole discretion violates our policy of providing service for individual use.
For Local Data:
Local data may not be used to transmit or facilitate any unsolicited or unauthorized advertising, telemarketing, promotional materials, “junk mail”, unsolicited commercial or bulk messages; or for activities that will adversely affect the ability of users or systems to use Progresif Mobile’s services, or for any other reason that in our sole discretion violates our policy of providing service for individual use.
Software and applications which are used by Subscribers to send and/or receive, for uploading and/or downloading of files can contain very large amounts of data (e.g. Peer-to-Peer traffic or other similar file sharing applications). These software and applications demand a significantly huge amount of bandwidth which will negatively impact the speed and also cause network congestion. As a result thereof, a vast majority of Subscribers will be affected from degradation of the quality of Service and as such, is deemed as excessive usage.
Excessive usage can also be caused by spamming, virus activities, spyware and/or other malware which may reside in the background of devices’ operations.
2. Progresif’s rights and responsibilities
Progresif will monitor Subscribers’ usage every billing month. If a Subscriber carries out activities that may lead to such excessive usage, we ask Subscribers to do so considerately and take all precautions and rightful actions to ensure your activities are lawful, controlled and minimised so as to not be in breach of this Policy.
Progresif reserves the rights to take the necessary action and manage Subcribers’ use so that it is fair for others within the community and to protect the network performance. This also applies to our Corporate plans.
If you, or anyone else using the Services via your account, breach this Policy, we reserve the right in our sole discretion and without compensation to:
Progresif will determine on a case-by-case basis what action will be taken in response to a violation of this Policy. Progresif reserves the right to investigate suspected or alleged violations of this Policy.
3. Subscribers’ Responsibilities
Subscribers are responsible for ensuring that:
Subscribers must take necessary measures to manage their own usage on the Progresif CARE+ app or call our Customer Care Centre at 177.
Subscribers are also responsible for all the use of the Services through the Subscriber’s account and for any breach of this Policy whether excessive use occurs or is attempted, whether the Subscriber knew or should have known about it, whether or not the Subscriber carried out or attempted the excessive use alone, contributed to or acted with others or allowed any excessive use to occur by omission. Progresif shall not be responsible for the activities of each Subscriber in relation to the Services, including activities when using the network.
Subscribers are advised to notify Progresif if Subscribers become aware of any violation or suspected violation of this Policy.
5. Fair Usage Management for Fixed Broadband Services

For Subscribers on plans that have no data limits but has a subscribed usage
| The internet speed may be reduced to at least 1Mbps when the Subscriber reaches their subscribed usage | If Subscribers use more data than the usage allowance within the specified timeframe, Progresif will send a warning notification by SMS. Such warning notifications will be given when Subscribers have reached their data usage at 80% and 100%, so that Subscribers have ample notice to subscribe to a data add on pack, should the Subscriber wish to do so.

For Subscribers on plans that have no data limits | Subscribers can enjoy uncapped data usage as long as the Subscriber’s service is active and they do not breach this Policy or Terms & Conditions of their Services.
However, when Progresif finds excessive usage by the Subscriber as defined above, the internet speed may be managed.
For Zoom 100, the speed will be managed upon reaching 2500GB.
The speeds for Zoom 200 and Zoom 500 will also be managed upon reaching their respective excessive usage limits. Subscribers can call Progresif customer care at 177, WhatsApp 8220177 or visit a Progresif store to inquire for more details.
| Where Progresif finds excessive usage by the Subscriber, an excessive usage warning notification will be sent by SMS and the Subscriber will be informed before any internet speed is reduced.
Where the Subscriber continues excessive usage despite being given a warning notification, another excessive usage warning notification will be sent by SMS and the Subscriber will be informed before the services are temporarily suspended.

Subscribers whose services are suspended because of breach of this Policy must come to call Progresif Customer Care at 177, WhatsApp 8220177 or visit a Progresif store to re-activate their services.
6. Fair Usage Management for Mobile Services (effective date by 18 Dec 2024)
Any such usage exceeding the below allowance for free local calls and local SMS will be deemed to be excessive usage.

If Subscribers use more minutes or SMS than the allowance stated above, a notification will be sent upon reaching 100% threshold and the call and SMS services will be temporarily suspended unless the customer purchases a “Talk & Text” add-on or removes the Combo Pack wherein the applicable rates will be PAYG rates. The allowances for free local calls and local SMS will be refreshed once their mobile plan is renewed.
7. Variations and Amendments
Progresif reserves the right to vary the terms and conditions of this Policy from time to time with reasonable notice to the customer and the customer shall be bound by such variation and changes.
8. Prevailing Terms
This Policy is supplemental and shall be read together as an integral part of the terms and conditions governing the Services. If there is any inconsistency between this Policy and the terms and conditions of the Services, the terms and conditions governing the Services as posted on the official Progresif website will prevail.
